WASHINGTON.

May 1st, 1903.

The memorandum of the British Embassy of April 16th last was communicated to the Postmaster General, who, on the 27th of last month, wrote that his Department is prepared to conclude with the Government of Hongkong a Parcels Post Convention similar to the one in force between the United States and the Windward Islands, modified as indicated in pen and ink in the printed copy of the last named Convention herewith enclosed.

Mr. Payne says that all Parcels Post Conventions concluded hereafter with countries of the Eastern Hemisphere will be drawn on the lines indicated in the enclosed copy of the Windward Islands Convention.

The only material difference between those conventions and the conventions now in force being that in the new conventions the maximum weight of a parcel will be fixed at two kilograms or four pounds six ounces, instead of at five kilograms or eleven pounds, as in the old conventions.
